Raffould plays an important role in Mega Man X: Unit 49, being the leader of the Red Wing Party of Earth's Government and idealizer of the project that gave birth to Earth's Army.
Personality[]
Raffould has a great conviction in his ideals and is very good to hide the weak points of his argumentations, turning almost every discussion into his favor with his manipulative and calm speeches. Being the leader of the Red Wing, he represents the ideals of the party: He fears the potential of Reploids and believes they must be kept under control, and believes the stability of the government and safety of the people are above anything else. However, it seems Raffould hides a vile intention with the Earth Army and despises the Maverick Hunters, since they are a Reploid organization with vast records of mistakes and betrayals and many members who have turned Maverick and caused the same destruction they are supposed to prevent. For him, trusting them is nothing but a blind faith.
History[]
Not much is known about Raffould's past, nor how he became a member of the Council.
In the second chapter of the first season, Raffould attended to Alain's emergency call to discuss about the security of the planet, seeing that a new threat suddenly appeared and managed to destroy the main headquarters of the Maverick Hunters with no difficulty. He quickly proposes the creation of a Reploid army divided under the command of each member of the Council as a countermeasure more effective than spending more time and resources trying to restore all the data and personnel they lost. Without better options, the Council accepts his project.
In Eerie Changes, he starts the press conference presenting the Earth Army and implicitly shows his distrust and repugnance on the Maverick Hunters and police units.
In The Evil Settles Up, Raffould is informed by a subordinate about the involvement of the Maverick Hunters in the incident at the Iberian Castle. Raffould holds his laughter and says "What a pity" with an ironic tone.
